Отмечается, что решение о возведении нового следственного изолятора было принято вскоре после вхождения Крыма в состав России. По данным следствия, Коршунов в 2015 году вступил в преступный сговор с Гагуа и руководителем ФГУП «Строительное управление 23» Валерием Коклюгиным. Следователи считают, что в договоренности также участвовал бизнес-партнер Гагуа Андрей Угланов.
